Those QB's didn't do anything to prevent Tom from winning the game and vice versa - the QB's play against the defense.

Tom played his part in all of those losses except for Philly, but Bill takes the L as well not being able to slow down Sanchez, Flacco (2012), Foles, Eli on two final drives, and Plummer. The Pats as a team had no business losing any of those games.

I read if the Raiders pay him he goes on their Cap and comes off our Cap. That is why we let him go, and the Raiders picked him up.

All of the Raiders contract goes on the Raiders' Cap. However, because Hoyer had guaranteed money from the Pats contract, that STAYS on the Pats side for this year, but they get a credit next year. That's how @Miguel explained it on Patscap.
