I was going to go with something like #2, but I was thinking he might buy an autographed picture or jersey, or something like that.

The Ommissioner has already decided that he can police actions that happened before players were in the league. The guy seems to think he's like the U.S. federal government, only more powerful.

Put it up on eBay with a starting price that equals the fine, and 85 goes on and buys it. Seller's identity is hidden by eBay. Who knew?
