It's not just about safety. Placing the ball at the spot of the foul on a pass inference call? The NCAA doesn't do that, and the NFL is ******ed to do it because even the very best receivers drop balls and the "uncatchable" thing is so subjective.

I was talking about recent changes and points of emphasis. But I agree it should be a 15 yard penalty or a spot foul if the PI occurs inside 15 yards.
