I'm not sure guys who get released during final cuts typically get to make significant financial demands. The only counterexample I can think of was Newton last year, and I kind of think Carolina just bid against themselves and made him a ridiculous initial offer.

It happens. The Colts gave Hoyer a ridiculous contract a few years back.

Most of these cuts will be teams stashing veterans.

Few players will get contracts they can't refuse, and the rest will sit on the team's practice squad.
