Well, the Eagles just traded with Miami for Phillips, I would think that takes them out of the Garrett sweepstakes or maybe cements the fact that Cleveland is not trading Garrett.

They're already crippled.
Moving Garrett's raw numbers off the books allows them to have a free agency the next couple of years, before Watson's money can finally be dealt with.
As it stands now, they have no chance to sign any sort of free agent. It's not just Watson's contract either, it's Jerry Jeudy (who nobody wants anymore) that's hamstringing them, along with Garrett. Garrett's the only one who any other team would want.
