Lots 51 and 53 (in P10) to be closed to general parking?

I don't have season tickets so I can't check it directly, but people I know who have season tickets tell me this year's handbook says that lots 51 and 53 (in P10) will be closed to general parking and will be "Reserved Parking" (whatever that means).

Can anyone confirm it and if so, any idea what they are planning? Some sort of "pay extra $$ for popular lots" scheme? Employee parking?
