Vrabel already has extended 1 and he's been here just a season..
 
Nobody who has any responsibility creating an NFL roster uses a vertical, numerical hierarchy to construct a WR room. It is about roles that are needed in an offense. Hollins is good at that particular role in this offense. If someone shows up better at it, his roster spot is at risk. Guys who do different roles who happen to be better at those roles are not a threat to Hollins' roster spot.
Nor did I.
The 3 WRs who will play in 2 or 3 WR sets are Brown, Boutte and Doubs.
So the roles of anyone else is rarely playing unless there is an injury.
Kyle Williams will at worst be given the opportunity to be the first man off the bench unless someone with more present and long term value emerges. That will not be Hollins.
That leaves wr5 and maybe wr6, who will almost never play, and possibly be inactive, esp WR6.
There is zero chance that 33 year old Hollins is a lock for the role of barely ever playing with hope for the future improvement.
 
I do believe if he is here, Brown, Doubs and Hollins are the top 3 WR's
I also assume Boutte would be traded in that scenario
Pop would be #4 and Williams #5 if we are ranking numerically.
If Chism or Dixon or Webb show something over the summer, they could start with 6 on the 53. but I assume they would be PS if everyone is healthy

Most importantly Hollins seems to add something to the team/room. His value is more than the stats reflect. I think it would be bad for us, if Josh Allen had Hollins back, and that's likely where he would end up.
I understand that people think this about Hollins, but we have no clue, and if it were true why has he been on 5 trans in 5 years? If he was valuable to the lockerroom wouldn’t one of those teams have kept him.
He was one and done in LV with McD too.

Hollins' role isn't covered by the sets you describe. It is entirely different job that happens to include catching passes as a shared responsibility.
Now, as @Wozzy points out, that role could also be addressed through an athletic TE, so that's where Hollins may find some competition in the coming months.

because if Brown is coming, I don't think they will extend, resign, or franchise Boutte.
Question? Being boutee was a late round pick is there a team option for him or just high round guys?

Yes. Hollins grew on me. I was a proponent of him possibly not even making the roster last season but I was happy to be wrong! He made clutch plays all least season and was the only player on offense to do anything of significance in the superbowl. Made that huge 3rd down catch in Denver as well. Guys a culture guy and this extends beyond the stats.. I can definitely see Vrabel doing something for Hollins maybe a year or 2.

I am looking for it. I read it last week and was shocked. It the average of rounds 5-7 and there was not much difference between the 3 rounds. I will do my best to find the citation.

While about 50% of first-rounders get a second deal, this rate drops to around 30-40% for players drafted in rounds 2-4.

No. He is a wide receiver. We use 2 or 3 WRs on almost every play. When Brown is acquired he would not be on the field when we use formations with 2 or 3 WRs.
The idea that he is some sort of position that doesn’t exist, or used instead of TE is simply not accurate.
Last year he and Boutte were typically on the field in 2 WR sets and Hollins sometimes played in 3 WR sets.
Brown and/or Doubs will be on the forks instead of him.
