How Many Receiving Targets Do We Need On the 53? Active On Game Day?

Is it enough to have 10 receiving targets, with one not available for the first few weeks? PLUS 1-3 receivers on the Practice Squad? Will we really have more than NINE receiving targets active on Game Day. [I didn't even count Harris or Strong, at least one of whom will be active)
