And even if the memo carried weight, how come the NFL ignored the "weight" of the memo when the Jets and Dolphins were caught videotaping the Patriots in 2006? (The memo actually came out in 2006, not 2007.)

Surely Belichick must have thought the NFL wasn't very serious about the memo after the Patriots reported the Jets.

As I recall, the main factor in beating those Steelers teams was shutting down their Offense and forcing costly mistakes. Knowing their defensive play calls, to whatever extent, is irrelevant to holding their offense in check.
