I'm guessing this is the week where the starters play at least the first quarter, maybe the first half. Is that right?

Of the practice. I'd guess the starters continue to not play much in preseason. There's been a lot of talk about how the coaches have a lot more control in the practices to see what they need to without the unknown variable of the actual game, where starters can get injured being tackled, sacked, etc.
