I don't agree with BobDigital about Bell. Top 50 pick to me, and the style of received who I think would ideally complement Diggs and Kyle Williams.

How i rank WRs depends on the draft and the WR room in the draft as well. There are 2 rankings of good drafts and bad draft for the position and for overall. Next year i think will be a good draft. So i go by those general 'good draft' outlines.
RD 1- if you draft a WR anywhere in round 1, I want a guy who is projected as a #1 WR. No promises of course, but he projects to be that. Of course the top should be the elite #1s but even in the mid or late in the draft you want guys you feel confident will one day fill that role for you.
RD 2 - In round 2 i am more okay picking #2 WRs, but i also look for guys with elite traits or upside potential to maybe have an outside chance to be #1s. You don't think it will happen, but they either have that elite raw thing you hope you can tap into, are just more raw overall in general.
RD 3 - This is where you start to draft hard ceiling #2s (in good years)
Of course it really starts getting dicey between picks 50-64. At that point depending on the draft is where you start to see many teams show more flexibility on not going for guys with a chance to be elite anymore. Personally I think this is teams overvaluing higher end #2 WRs. They fill up stat sheets nicely but they just don't have as much impact on a game as that would indicate
Last year i think teams made some odd picks in this range. Williams and TeSlaa for example were round 3 guys and they probably made more sense in the 2nd rounds due to their elite traits and upside over guys like Bech and Harris who to me seem to have less upside than the former. i may have put them above in the moment but now in retrospect i would have gone with the higher upside players.
To me Bell doesn't have the upside of guys like Williams and TeSlaa. He will likely have more production fast and may have more overall, but unlike them he seems a little more capped which i would be hesitant to take in the 2nd round (depending on the year... some years you take that late in the second).
I know some people here have a strong difference of opinion on that who ranked them higher and that is fine. But i would ask such people, do you believe you are valuing capped #2 WRs too much or i am under valuing them?
