This is not correct. The Broncos went 11-5 and missed the playoffs once in the 90's.

Caveat: the Denver team was in 1985 when there were only 5 playoff teams per conference.

Several 10-win teams have missed, but ‘08 Pats are alone as an 11-5 team to miss out since the 12-team playoff format started in 1990.
