I believe we're waiting on the NFL to delegate their compensatory picks to firm up the draft order. (As GM of the Ravens, I'm hoping we get a 3rd for the Pats signing away Adalius)

My understanding of compensatory picks is that it's based off of how much $ their player received in free agency but I could be wrong.

Well considering compensatory picks aren't likely to be part of the equation til the 3rd/4th round I see no reason why we can't get started now? Besides if we don't start soon we're not likely to even sniff the 3rd/4th rounds.
