I say it will be under only because teams have learned from the mistakes of Clements, who did not perform like an $80 million man should. Also, I think he does not sign early unless there is some tampering going on already. Since he is the only good CB available by free agency (unless we consider Drayton Florence one), he can afford to hold out a little longer.
