Cowher specifically says "...in regards to Spygate, they were doing nothing different than anyone else was doing". That's clear to me that other teams were doing it Cowher makes no mention that he was referring to prior to the memo coming out.

As I stated, back then, people on her showed vids of other teams doing it after the memo as well.

The NFL was perfectly fine with it.

The Jets 2006 post-memo incident proved it.

I don't think the odds are zero that Bill declines his induction next year. That would be a really bad look on the HOF.
