Illegal contact is before the pass is thrown. Pass interference is when the ball is when the pass is in the air. You can make contact when the ball is in the air if you are looking back for the football. The defender has a right to the football too.

I know all this. Im saying there's an inconsistency in calling it contact.

But this isn't a defender going for the ball when it's in the air. It's a defender clutching and grabbing a guy. They dont call it as long as the arms aren't extended.

Ok. I didn’t realize what you meant. There has always been an inconsistency in calling illegal contact and pass interference. That will never change.

The thought is that a defender may not know if it’s a passing play or a running play very early in the play, so they let the defender play it like a run for a bit. Beyond that, they’re expected to know what’s going on.
