You’re absolutely right that different teams have different schedules/procedures for letting NFL Scouts in.This story is getting blown way out of proportion but it is notable in some aspects.
For instance, Penn State DOES NOT allow scouts to attend ALL practices or any practice they want. What Franklin does is set up scheduled "open workouts" throughout the year in which any NFL teams must register and are welcome to attend. In turn, players can choose to attend.
What Bill is doing is not unusual but the story is disappointing in the sense he has banned the Patriots but does allow other NFL teams to attend. That part is kinda getting glossed over but whatever. This story comes a day or so after Kraft says a BB statue will go right next to Tom's. Strange.

But when the NFL was considering the rule change on jersey numbers, he was against it, citing the difficulty of reading the defense. As if, you know, high school kids don't do that every Friday. He also made that "Captain Obvious" argument recently by saying the US men's soccer team needed a young phenom like Lionel Messi.
I obviously won't defend those two opinions of his. But wait for it, this is where it's gets really insane:

Everything Bill does is wonderful and every mistake he made is not his fault. It's Kraft's fault, or the owner's son, or some mythical made up "collaboration" that overrides the GM, or the players, or someone's mom or anyone else that he perceives as getting in his way... and if you disagree with that you're a "hater". Hilariously ridiculous logic but I expect nothing less from them. In many cases it's their cope that Brady was successful without Bill and Bill is a disaster without Tom - and they aren't handling it well. They even take it personally which is even funnier to me.
