One way around this might be to declare them domestic terrorists. They've been indoctrinating children for decades and the stank, of course, is self-evident. Ditto for the toll they've taken on regional mental health.
One of the longstanding issues regarding this designation has been regarding competence. If someone has ill intent, but is completely inept at it, to the point where they really aren't a threat, should they be considered terrorists?

The Jests are the perfect case study for this. I wonder if the NSA has considered them in the deliberations on this matter.
