Not when they are drafted this high. The vast majority of top 5 overall draft pick QB's over the past quarter century were starting week 1 - including the 2 guys drafted this year right next to Maye.
In fact, I can't find a single QB other than Trey Lance who was drafted top 5 and didn't see significant playing time their rookie season.

A vast majority of QBs drafted in the top 5 have been disappointments to outright busts. How many of them wouldn't have been if they didn't start right away. I mean look at Bryce Young. His career in Carolina is probably over and happened after week 2 of his second season. The number one overall pick from last year. Anthony Richardson looks to be not all that far behind Young at this point.
In 2021, three players were drafted in the top 3. Two of them are outright busts and may never see the field again. And one is a major disappointment and stinking up the joint in Jacksonville.
In 2020, it was a good year with Burrow and Tua, but if McDaniel and Tyreek Hill didn't go to Miami, Tua could have been thrown on the scrap heap.
In 2019, Kyler Murray has been a disappointment.
In 2018, you had Mayfield and Darnold who had to bounce around the league before becoming good QBs with other teams than the ones that drafted them.
In 2017, Mitch Trubisky. Do I need to say more?
2016 wasn't bad with Goff and Wentz although neither guy lasted with the teams that drafted them.
In 2015, Jaemis Winston and Marcus Mariotta both developed into downright mediocre QBs.
In 2014, you have future HOFer, Blake Bortles, no complaints with his development.
2012 worked with Luck, but RGIII starting was a disaster for reasons beyond his talent and development.

In 2007, JaMarcus Russell actually sat all of his rookie season until the final game. He ate his way out of the league by 2010 though.
