I think what Mayo's saying when he says Drake outplayed Jacoby but not committing to Drake is he doesn't really know if he wants Drake learning how read NFL defenses in real time with the OL they have whereas Jacoby with his experience can probably handle it better at the beginning of the year while Drake gets to watch and process from the sidelines for a while. He'll be in eventually.
