Wasn't a down year at the time, it was a trend. They were literally on downward trajectory since Pete took over. They weren't good at anything on either side of the ball and their record reflected that.They were competitive from 1996-1999 and had a down year.
In the context of the discussion they were literally what the Steelers have been.
They had an opportunity to do this right in 2020 when Brady left but Bill decided chasing Shula's record was more important I guess. That was not a rebuild.
