It almost sound like he'll have to list the entire team under the new injury reporting policy this year.

I am pretty sure that injury lists are mandatory from Wednesday to Friday for all teams playing on Sunday no matter if you practice or not.

Actually, my understanding is that if there is no practice, no report is required.
