How can Perkins be shifted from Active/NFI to Reserve/NFI when he's been practicing?
He'd go from the ACTIVE Roster to the Reserve/NFI. Which would mean that he'd have to clear waivers first AND the injury did not happen during Football activities. Otherwise, he has to go on to the Reserve/IR and is done for the season.

I still remember thinking it was stupid we kept Gunner over Berrios.

That was tough because Gunner played with so much heart that preseason.
But watching Berrios he’s exactly what we need in the slot.
And we had him.

Berrios isn't Randy Moss or anything but he at least is a contributor on offense and was a comparable return man to Gunner. I didn't get the decision at the time because Berrios offered much more as a receiver than a kid who was playing DB at some tiny school.

We needed/need a helluva lot more out of the slot than Berrios.

Gunner also played on kick coverage, and offered more there.

Jakobi Meyers offers more than Berrios as a receiver, and Gunner is more versatile on special teams (and as a good a punter returner).
