Isn't it in the owner's interest to give fans at least the appearance that a POC has at least a tiny shot at the job, or if nothing else, at least the voice of one POC is being heard even if it is only for a couple hours in an interview? Is that too much to ask for?

I don't know if he can legally prove Daboll was 100% getting the job before the interview, but I think it is at least suspicious. I guess you could potentially argue they were thrilled with Daboll but wanted to hear Flores out. The Rooney Rule is not a law and they met it with another coach anyway. Flores seems upset they used him to meet the Rooney rule. So what, he could have said no to the interview if he wanted. Again, people get interviewed all the time who are not hired. people are interviewed all the time after a previous interview candidate has already been identified as being a probable hire, people are interviewed by competitors all the time just so they can try and get competitive information. Just watch how big this monster becomes. McCourty opened his mouth. More players and staff will be coming forward with tales of racism in the NFL. Companies and those affiliated with the NFL now have diversity and inclusion departments and want no part of anything perceived as racist. Just a POC HC hire here or there is not going to fix this in the day of equality.
