The fumble out of bounds thing you'll have defensive players in those crucial situations just swat at the ball towards the boundary instead of trying to recover it. The offensive player wouldn't have that luxury so it becomes kind of a problem. The DPI rule suggestion where we let refs decide the severity of the infraction to determine if it's a spot foul will lead to big drama when we disagree on whether it was worth of a spot foul or the 15 yarder.
 
Put overtime back to sudden death like it was and leave it that way.

The question of fairness is answered by the coin toss where it’s a 50-50 chance you’ll get the ball. Seems fair to me.
Here's a fix I'd propose.

Back to sudden death overtime, but the change from 4th Quarter to OT is a continuation in terms of field position and down. Similar to the changeover from 1st Q to 2nd Q. So if you tie up the game in the last seconds, the overtime will start with the kickoff to the other team. Or if it's 3rd and 10 at your own 1, overtime starts at 3rd and 10 at your own 1. No more trying to make a coin toss fair. Just a football situation that everyone can see.

Currently if you fumble it out of bounds at the opposing team's 1 yard line, you get the ball back. But if you fumble it out of their end zone, they get the ball as a touchback.

I don't understand the logic behind that. It seems incredibly punitive to me and can when it happens it generally changes the whole course of the game, up to a 14 point swing. It also makes players less likely to dive for the pilon which is an exciting play. Why not just say if you fumble it out the end zone you either get it at the 1 or if you want to impose a light penalty then you get it at the 10 or something.

Incidentally I stated this opinion before on here and people disagreed for some reason, so have at it :)
You need to overthink it to understand it.
 
move the kickoffs back 10 yds, too many touchbacks at present.

get rid of the PI challenge.
 
1) Close the clock loophole (limit total runoff to 40 sec);

2) Coaches get 2 replay challenges, but don't lose any at all if they are correct (why punish them for getting it right?). In other words, unlimited challenges until you fail on two of them;

3) Since the onsides kick play is now dead and can't be revived, for safety reasons, give a scoring team that is trailing in the last 5 minutes of a game the option of, instead of kicking off, to take possession of the ball at the 25 yard line with a 4th and 20 play (or 4th and whatever distance equates with the expected success rate of an onside kick in the past);

4) Ditch PI replay review, except in the last two minutes of each half

Just a few that have been bugging me for a while now (In no particular order):

  • PI penalty should be the same for both offense and defense. Spot of the foul on DPI is total horse5hit (re: #JumpBallJoe).
  • Get rid of the 2 minute warning. That’s an extra timeout for the trailing team.
  • Speaking of 2 minute warning – do not stop the clock when a player steps out of bounds during 2 minute warning. If it doesn’t stop outside the 2 minute warning, it shouldn’t be stopped inside the 2 minutes either.
  • Turnovers should be automatically reviewed – just like scoring plays. A coach should have to waste a challenge on a potentially game-changing play.
  • Touch-back should mandatory. Kickoff returns, although more interesting should be eliminated – they are dangerous and unpredictable. Every drive should start at the 20 yard line to provide more equilibrium.
  • Get rid of the PAT – that’s a nonsense play, even after it has been moved further back a couple of years ago, it’s still a gimme most of the time. A team can either score 6pts on a TD or go for an extra 2 bonus points via 2pt conversion attempt.
  • Stop the delay of game to back up your punt unit nonsense. You have to punt from where you are.
  • Remove the requirement to declare eligible receiver – that’s BS. 11 players on each side of the ball – the onus is on the defense to figure out who and how to cover each player. By declaring an eligible receiver, you’re essentially giving your play away to the opponent.
  • Stop delaying snaps to allow the defense to get set. If the offense had enough time to call a play and set, so should the defense. Get the ref out of the line of scrimmage and let them play!
  • Progress is stopped when a player is brought down, not when a ref feels like blowing his whistle, unless there is a clear evidence the player is carried backwards.
  • All game balls are provided by the league – the teams shouldn’t be playing with their own balls. That’s the only sport in the world as far as I’m aware, where the teams show up to the game with their own game balls.
  • Change OT rule: the current “TD on 1st possession wins game, while FG does not” is BS. It should be timed like every OT in other sport – the team with the higher score when the clock runs out is the winner. If the score is tied at the end of TO, the game ends in a tie – unless it’s a playoff game. Those should continue in repeating OTs until there’s a winner.
  • Change playoffs format: 6 teams out of every conference is too much. It should be the top 2 seeds to battle it out.

I think regulation should mean something though. There would be no incentive here to win in regulation. This would be extending regulation and it also rewards teams who use all their timeouts in regulation. There will also be scenarios where in a tie game a team gets the ball late but they have no incentive to win in regulation... or say they drive the opponent 30 as time expires and then they have a GW FG attempt when overtime begins which is not any more "fair" than the coin toss.

Fun scenario in OT... no punts. Have to go for it on 4th down or kick the FG if you can :D
 
They should get rid of playoff byes we got screwed out of SB 7 because of em
 
On a more serious note I wish they got rid of the targeting/h2h contact/all unnecessary roughness penalties that occur between the whistle. It's barbaric I know but I want to see people get blown up
 
They should pass a rule that it is ok for owners to get hummers in massage parlors.
 
I'd like to see the league make it illegal for Rodger Goodell to be the Commissioner.

IMO the current rule isn't close to punitive enough. If a team fumbles through the endzone I'd like to see the ball given to the opposing team at the offending team's 20. There is no more egregious error than being careless with the ball down there. It could be called:

THE YOU HAD ONE JOB RULE.

Beyond that the NFL needs to add a 'sky judge' with the ability to make and/or overrule any call on the field. There is no damn excuse for something we all see on our TVs within seconds of it happening to be called wrong on the field or worse, not called at all
 
IMO the current rule isn't close to punitive enough.
I always thought safeties weren't punitive enough. A mere 2 points (plus the ball) seems like a raw deal considering how hard it is to do.
 
Two related rule changes I'd like to see:
  • "Refund" DTR designations if a player is given a practice window but suffers a setback or simply isn't ready. [It didn't effect the Pats this year, but it did in the past.]
  • Have teams designate players who are "healthy scratches" on the gameday inactive list. If both teams have healthy scratches, allow them to have the same number be active. For example, if X had 4 healthy scratches and Y had 2, allow both teams to activate 2.
