Yeah I mean Brown himself may not have intimated violence, but that's easy for us to say from 20,000 feet. I'm pretty sure I'd be freaking out quite a bit if Antonio Brown told some unknown friend of his named "Eric B" to "look into" me, and including her on the text message chain seems purposefully designed to elicit fear.

So you are going to suspend someone from there job because they send a perfectly legal text to a person who forwarded it to a reporter who posted it public ally on social media because it would be nice for the guy who did nothing wrong (legally if not morally) with the text should keep a low profile because there are other unsubstantiated accusations against him?Bad PR.
He's not the sharpest tool in the shed here but he's feeling attacked rightfully so and he's protecting himself in his mind because nobody is doing it for him.
