He was slow in complying both times.
Was he charged with Failure to Comply?
No but he came VERY close.
I don't understand why people think the officer is lying
It may not exactly have been something that would hold up in court if Roberts was charged with failure to comply (which he wasn’t) but it was certainly close enough that we can consider the officer’s statement, made in the heat of the moment, as a good faith recollection of how the officer saw things, not some deliberate attempt to completely misrepresent what happened.
The people using this one single comment as proof positive the officer is a “power drunk liar” and a “lying douche” or that "he told a flat out lie" are out of line, and there is nothing in that comment that damages the officer’s credibility when he provides the reason for the traffic stop in the first place.
