No. hiring from outside only pisses off people who have been here and paid their dues. Promote from within. No title as some sort of consultant, maybe, but not the boss of, say a TE coach that has been working hard for years and will have to train him.

I'm not sure Belichick has been as successful as he has been with the Patriots by rewarding those who have simply "paid their dues". In fact, sounds completely anti-Belichick. He rewards those who have earned it, not those who have seniority.
It would be a mistake to view Kelly as a guy with AN offensive system and that's that. Kelly and BB have talked offensive football since he was coaching at UNH. I would assume they've gone over a lot broader ground than one simple idea.
I wouldn't be surprised to see Bill hire Chip as an consultant during the playoff run, and if it works out, bring him back as a coach/consultant, etc. Espeically if Josh moves on. Whatever he does here, he'd do it within the sructure of language and fundamentals that have been long established. As to the next OC, I think Brian Daboll has the first leg up.
BTW- Pepper Johnson just got fired. Any chance for him to come home?
It would have been interesting to see what BB would have done in 2012 if JMD had not been available after BOB left for PSU. O'Shea was the most senior guy on the staff, Godsey wasn't even a position coach and Daboll wasn't here yet. If you stack-rank them, clearly Daboll is above O'Shea now so that tells you what BB thinks of O'Shea as an OC candidate

Ultimately I think this is what wound up happening to Pepper Johnson. I think BB loves Johnson, and thought he was a really bright, effective technical position coach or he wouldn't have kept him on the staff for so long. But being a coordinator requires a different skill set - big picture strategy, and for whatever reason Belichick didn't think he showed that ability as much as Mangini, then Pees, and then Patricia. And it eventually annoyed Johnson because he does want that opportunity (as opposed to Scar who clearly only wants to be a position coach), so they decided to part ways so he could get the chance. So far it hasn't worked out for him unfortunately.
