The ball doesnt have to cross the goal line in bounds, it just has to cross while the player is in bounds still. The ball can be outside the pylon as long as it crosses while the player is inbounds
Correct for players that are runners. The rules state that airborne players must have the ball inside the pylon. Stops people from just driving towards the goal line out of bounds from 5 yards away.
The ball is outside the goal line (ignore the pylon it doesn't matter) and whites foot hits the ground out of bounds. He is out of bounds, play dead, with the ball outside the goal line.
