Why else you think they are doing this? They know the Pats D can be had and they can more easily salvage a win with Fitz than Petty.
By playing Fitz, the Jets are saying "Your D sucks. It's so bad we feel comfortable playing Fitz". Now, the O may outpace even the mighty Jets O, but be prepared for "are you kidding me" completing and TDs.

With Fitz, the Patriots could lose the game.
I've heard (I think it was the announcers during the jets rams game but not sure) that petty is so bad that Bowles felt the team would quit on him if he named petty starter. That the difference was so pronounced in practice that they would have felt Bowles was tanking by starting petty.My question is: why did the Jets feel the need to announce this to the world early in the week? Would it not have been better to keep the Pats in the dark and make them prepare for both?

This has to be hyperbole, right? Not the losing the game part, that can happen any given week, but the 400+ yards part. Only two teams all year have even eclipsed 300 yards passing against our defense (Seattle and Miami in week 2).
