Not sure if it's in the rules but, I'm sure the NFL can do it.
Well yeah, according to the court rulings thus far if they chose to impose such a penalty, the fact that they chose to impose said penalty would be legally binding proof that the penalty was valid.
 
I wonder if Welker hadnt signed with the Rams last year if the team would have brought him back after the late season WR injuries

Yes he can talk to them. But they may err on the side of caution and just avoid contact. The only rules is he cannot be anywhere near the facilities, he cannot talk to any of the coaches or staff and he cannot engage in football activities or conversation with his teammates. He can talk to them and he can see his teammates they just can't discuss anything football related or have a game of pickup in the backyard.

And there is no way Welker would be on this team after this. If the Pats signed him as someone else suggested Goodell would drop the death penalty hammer on the team probably taking an entire years draft picks, fining the team $10 million and suspending Brady and Belichick and entire year for insubordination.
 
Moss, Welker and Mankins all deserve to be in the Pats HOF one day in spite of the lack of a SB ring which they all deserved as great soldiers for the franchise when they were here.


Moss is questionable because of the shortness of his time here.
