By the time the balls are brought outside from the locker room until they actually start playing, won't they have already achieved "equilibrium"? That is to say, the PSI will be nearly identical to the balls used in the first half? If not right away, certainly by the middle of the 3rd quarter.

As described by Ted Wells, due to nuances and potential complicating factors, the Ideal Gas Theory does not always work, so it wouldn't make sense to inflate the ball outside.
