He's too small to be a full time DE. He's thought to be too limited athletically to play full time LB. So, NFL personnel guys view him as a 3d down specialist. That gives him a 3d round grade if you think he can really dominate on 3d down and a lower grade if you think he can't.

According to SI.com the SEC had 63 players drafted last year, more than doubling the total of the runner up conference. The 63 total was a record for one conference. I heard on the radio that more than half of the 63 were defensive players. I realize it was last year, but still... Despite Sam's size limitations in relation to his position, it is hard to envision the SEC defensive player of the year not being good enough to be drafted.
