That's horsesh!t.. Brown did have his head up looking for the ball.. Go back and watch it... What you are describing is faceguarding and that is not a penalty.. Not to mention that Browns hand knocked the ball away..
Brown had his elbow hooked into Gate's elbow and yanked him down before he could catch. I didn't see that on the regular play but the replay showed that clearly.
