Just wait until a top defensive player is suspended for a perfectly proper hit and misses a playoff game and his team loses the game.

If the league is so concerned about protecting players, make the anti-concussion helmets MANDATORY. Make the special mouth guards Patriots players wear MANDATORY. Both would do way more to protect players from concussions than these ridiculous flags.

Unfortunately, I think the only way to truly protect receivers is to make it illegal to throw passes underneath and between the hash marks.
