I'm not trying to caption this but I have a question. Why isn't this considered a penalty? In every other instance this would be called illegal hands to the face. But when somebody does it during a stiff arm it's not a penalty.

good question..... since he has the ball he has right to defend himself and since he did not grab the face mask it was not a penalty. Stiff arms are legal no matter where they are applied.... you just cannot grab the face mask in that instance (which he did not).
