Gotta say this organization is light years ahead of the other teams.. This is why I don't fear the day when BB leaves.. The Krafts have done an excellent job making this team competitive..

Scratch tickets are a big revenue source in Mass. - much more so than in other states (I believe they actually have much better payouts than other states too.)
My guess would be that the Mass Lottery approached the Patriots who in turn sought NFL approval prompting the rule change - hence no surprised that the Mass. Lottery would waste no time in moving forward.
