Every coach would say this if they told the truth. There is absolutely nothing in that statement saying anything about lesser talent.
Also, there were reports that Harry was not a favorite of the scouts, but Bill knew Harry’s college coach and, well, Harry was the pick.Harry's noted ability in scouting reports was 'making contested catches', IIRC. You know what that means? It means he wasn't getting open. In college, you should be wrecking most of your opponents if you're NFL ready. Most of the guys you're going against won't even play a down in a NFL preseason game, never mind make the regular season roster. That's not a skill I'd be hyped about. Give me the guys who 'confuse' some scouts in that they 'just know how to get open'. Those are skills that are more likely to be transferrable to the pros. 'Slow' guys who still get wide open in college must know how to fake DBs out, run precise routes that are hard to defend. That's what I'd be looking for.
I guess that the pre-draft interview for Bill boils down to, "Do I like this guy?' and the player's knowledge of the offense, defense, or the position played take a back seat, along with the measurables from the combine or workout, and the body of work from the college career. A statement like that should have raised a flag for Kraft.
