I asked some legal types about this.
For the first 90 days after the official court transcriber files the transcript with PACER the transcript is only viewable by the parties or people who physically go to SDNY and sit in front of one of the public PACER terminals there.
However, "it can be publicly available immediately if (a) anybody sitting in court yesterday was recording it and makes the recording available [transcribed or not], or (b) anybody pays the court reporter who *was* there and then publishes their transcript."
