Save for us, the entire AFC East is at the bottom of that statistic. Nobody in our division can move the ball lately, including us.
I just read a week or so ago that the Bills' defense leads the league in forcing 3-and-outs. That maybe partly explains why the 'Fins and the JETE are included in the "worst". The Bills are down there because their offense flat out sucks.
But the Bills' defense has actually been very good by many measures:
The Bills' D has also allowed the 5th fewest total 1st downs in the league (276), behind JAX (265), CHI (266), BAL (268), and TEN (274), and ahead of Minny (286).
The Bills' D has also allowed the fewest passing 1st downs in the league (148), better than JAX (149), MIN (153), BAL, (158), and TEN (167).
The Bills' D has also allowed the fewest passing yds/gm (183), followed by JAX (194), MIN (198), BAL (199), ARZ (210), and TEN (213). CHI is 8th (228). DET is 10th (231).
In terms of Total Yds Allowed/game, the BAL defense is best (284), followed by BUF (299), MIN (308), CHI (309), JAX, (309), DAL (322), TEN (327).
TEN, JAX, CHI, and MIN are also in the top-7 in fewest points allowed.
The Pats offense has certainly struggled this season due to their own issues. But it should also be noted that they've played a lot of the top defenses in the league this season.
