PLAYERS WITH UNDER TWO YEARS EXPEREINCE (10 - 16)
The Practice Squad is a place to develop players for the future. Essentially, there are 10 such spots available for such players. I have zero issue with whoever we choose to put on this developmental track. This is a way to give some protection to a few players and give them a chance to develop.
Of course, there is an occasional rookie or second year player who is good enough to be elevated when needed, a big plus. We hope that Swinson could be an example of such a player.

THE VETERANS (1-6)
This category and the elevation rules essentially extend the roster for players with some experience who would otherwise have no NFL job.
How well is Vrabel using this category? Who are our Practice Squad veterans? Or is the bottom of our roster sooo good that there will be little room for elevations?
