Maybe not entirely but he's legitimately playing a significant part in all of it. The NFL has never seen this level of control/authority given to a player and Brady deserves to be the first. I'm pretty sure he wanted to ascend to the same position in New England but that would have led to Belichick leaving and the Krafts weren't going there.
Brady has been given control in Tampa Bay by the ownership there. This probably means Brady's signing a new contract (to be the QB) that will take him past his mid-40's. I don't think there's any doubt Arians stepped aside because he had no choice. I firmly believe his sideline confrontation with Antonio Brown was the last straw for Brady. As difficult as AB was it's apparent Brady felt he could manage the situation for the remainder of 2021 season at least. Arians denied Brady that opportunity and probably in Brady's mind also denied him another shot at a Super Bowl.
Next season Bowles is the HC in title but Brady and Leftwich probably will be coordinating the offense entirely without input from Bowles. I'm willing to bet also that Brady/Leftwich will be making all decisions while the offense is on the field. Brady's controlling the coaching staff now while having recruited the players he wanted for two years. He probably put together that trade for Mason.
If Brady wins a Super Bowl with a third HC in five seasons then it's going to be a bad look for head coaches in general. Joe Gibbs won three SBs with three different QBs but that was done over the span of a decade in a different era, still pretty impressive, this however would be a more impressive feat by Brady.
