I doubt that this was about being squeezed out by better players so much as a determination that his injury wasn't healed enough for him to play to his full potential. Good luck to him!

Agree.

On of the advantages to having 90-man rosters is the opportunity to play a lot of guys with different capabilities in a lot of different situations simultaneously in order to see what combinations work, who holds up against who/what, etc. If Williams - who's already familiar with the systems and schemes - could have full-contributed, physically - I can't see why they'd cut him, unless they need to make room to sign another player.
