Translation: "yes, that was an illegal formation, but that never gets called".
Which is exactly my problem with the current state of NFL officiating. Selective enforcement sucks. If you can't uniformly and consistently enforce a rule as is, then change it so that you can or scrap it entirely.

I dunno, there are unwritten rules in every sport, or perhaps the better way to explain them is to call them rules interpretations.
I've seen this formation dozens of times in the NFL without a penalty. Haven't all of you? You can stagger your front seven a bit, especially where the receivers are a yard behind the the furthest back guy on the line, as they are here. Don't they usually call the penalty only when the receiver is up on the line and covering up the TE?

Bad spot on the Steeler's last possession before halftime, I think. He was pretty rough on the crew.
