The guy is a great player,who is only hated because he happened to be involved in Patriot injuries.

On the contrary, Pollard is a mediocre player whose reputation is inflated because of his involvement in Patriots injuries, and his tendency to get personal fouls made him even more of a liability.

Note that Pollard is even going to be a backup in Tennessee, where Michael Griffin is entrenched at one safety spot and George Wilson - a superior player in every way - was signed to play the other.

I have zero idea and couldn't care any less, but I'd guess this is a formality that is part of the CBA: a notice where a player shows up to work, even assuming that he has already been told directly by a Coach or someone else.
