I read a report yesterday that all they offered Zeke was the vet minimum and not even guaranteed.

He was speaking about several teams, and it is unclear whether he means vet minimum (doubtful) or minimum they can get away with. There is no indication the one not wanting to guarantee is the Patriots.
Per league sources, there are several teams that remain in the mix to sign free agent running Ezekiel Elliott, including the Patriots. So what’s taking so long? Money. Shocking, right? Zeke would like more of it. The teams interested in his services would prefer to pay the bare minimum, including one, I’m told, that wants to sign the veteran RB post-week 1 so the contract is not guaranteed.
