I guess that I look at this differently.

I think that I focus on the active roster. I think that we need a RB and a KR. I think that we need a better 1st man off the bench than Pettus or Saunders. So, I suggested Grant be elevated.

But, perhaps you are right. One of the great successes of Belichick was getting contributions from the bottom of the roster. I would like to see that from Vrabel also. I guess that I don't see it. Vrabel has got rid of veterans on Defense since the cutdown and has added Woods, Gregory, Murphy, and Saunders.
 
Just a guess, but if they're happy seeing some development from Henderson this past week and Stevenson the last two weeks, they're probably ok using Jennings as the third guy the rest of the way.
 
My guess is that Terrell Jennings is RB3 for the rest of the year. I think the teams interests lie on defense.

I thought Vrabel half said so. The guys want him here.

This is a team move. Even 30 cents on a quarter might not be worth the message of faith in the hard working guys here.

“We all want Terrell here,” Vrabel said. “So however we have to handle that; I mean, the only other option is to bring him up. He’s been a good addition. He’s been prepared for his opportunity. Helped on special teams, had a tackle yesterday on kickoff. So those are all really good things. “I think he’s a good teammate and so, yeah, I think that’s only probably procedural at the end of the week.”

The roster is still evolving and is nothing to where is will be come next season and the season after as far as players added. Vrabel knows the roster is lacking in certain areas.. as we know having the most important position in QB allows Vrabel to make small moves. I suspect a quality move is still happening by the deadline.. like to see what Murphy can add..
