By the letter of the rule, yes. It's the (unfortunately nicknamed since he didn't call for a flag on the play or complain about it [publicly at least]) Brady Rule.

Actually it's the Palmer rule. When Brady was injured by Pollard they ammnded the rule to include lunging up from the ground and hitting from the knee down. It irks me that evey time someone goes low on a quarterback they refer it to the Brady rule. Mostly because of the cry babies that whine about Brady being treated so special that they made up a rule just for him.
