Is Randy an upgrade over Deion? Maybe. But it's probably the 4th best option for executing plan D:
1- youngster in the draft
2- young free agent
3- trade for a burner
4- sign a re-tread like Randy
5- give a practice squad guy a good look
6- bring Deion back

so if you are scoring at home, option D4

Lloyd is the upgrade from Branch at #3.

Dwayne Bowe is the upgrade from Lloyd at #2.

I can't understand why anyone is wasting any time talking about Randy Moss at this point.

If you watch Moss with the 49ers, he is a shell of his former self. He has slowed down quite a bit and doesn't work that hard on the field.

Neither Lloyd nor Moss is a deep threat. They still need one of those. Randy can do what Lloyd does--be a short-to-intermediate boundary receiver. A third option in this offense. Lloyd is due $5M in new money in 2013. From what I saw in 2012, he's not worth it.
