Seeding would be determined in order of which teams managed to fail at winning most successfully (whether that means which team screws up their opportunities at winning a game with the greatest degree of frequency or whether it means which team bungles their chances in the most impressive fashion is TBD). Incidentally, transforming the league in this manner is probably the only way for the Jets or Browns to ever achieve sustained relevance, meaning that Goodell has probably given it some heavy thought.
